President Durterte Vetoes 'Anti-Palo' Bill filed by Risa Hontiveros





President Rodrigo Duterte has vetoed a bill seeking to prohibit parents from disciplining their children through physical punishment and verbal abuse.

In a statement on Thursday, former presidential aide Christopher “Bong” Go explained that it was out of respect for parents who intend to “properly” administer corporal punishment in their homes.

Malacañang has yet to release an official copy of Duterte’s veto message.


The enrolled bill, titled “An Act Promoting Positive and Nonviolent Discipline, Protecting Children from Physical, Humiliating or Degrading Acts as a Form of Punishment,” promotes positive and non-violent discipline for children.

It is the consolidated version of Senate Bill No. 1477 and House Bill No. 8239, which seeks to protect minors from beating, kicking, slapping, and all forms of physical abuse done by their parents.

Under the measure, non-physical forms of violence such as intimidation, cursing, and ridiculing a child in public are likewise prohibited.


Go said Duterte wants to resist the growing “Western Trends” which deem all forms of corporal punishment as outdated.

The president, he added, is in favor of a “more balanced and nuanced approach” that will protect the children while also recognizing the rights of parents who subscribe to corporal punishment.

Several existing laws provide for the protection of children from violence, including the Family Code of the Philippines, the Anti-Child Abuse Act of 1992, and Presidential Decree 603 or the Child and Youth Welfare Code.
