CHR defends human rights of Narco Mayor Navarro but not massage therapist



The Commission on Human Rights (CHR) is conducting an investigation into the murder of Clarin, Misamis Occidental Mayor David Navarro in Cebu City. 

One of the agency's findings is whether the assassination of Mayor David is linked to President Rodrigo Roa Duterte's narco-politician list.

Mayor David Navarro is the mayor who was caught on closed-circuit television (CCTV) beating a massage therapist in Cebu. CCTV footage shows how Mayor David punched and knocked down the poor masseuse.


Mayor Navarro was about to return to his hometown when law enforcement officers arrested him at Mactan-Cebu International Airport. Navarro was also accused of acts of lasciviousness because he allegedly wanted a female message therapist to masturbate his gentitalia.

On Friday, Navarro was taken to the Cebu City Prosecutor's Office for further investigation into the investigation of unidentified individuals. Navarro had a head injury for the fight.

According to CHR Commissioner Gwendolyn Pimentel-Gana, Mayor Navarro's fight and arrest was not enough reason for someone to ambush and kill him, but it was also not enough reason for the city to pray.


According to a SunStar report, David Navarro and Dante Navarro, leaders of the Alferez Robbery Group, were the same person. The information was obtained from the National Capital Region Police Office (NCRPO) and passed on to local police.

Some members of the thieves who had been cheating the money and money changer at J Center Mall in Cebu were traced to Navarro's group. It will be recalled that approximately fifteen criminals were inside the J Center Mall. 9 of them were arrested by police.


Based on the statement of Bogo City Police Chief Lt. Col. Emelie Santos, 4 of the thieves was charged with attempted robbery and armed robbery from police.
