Staying Alive: 'Ninja Cops' emerge as protectors of Manila’s ‘Drug Queen’ after evading charges


The Ninja Cops felt their days were numbered after two of their alleged protectors, Chief Supt. Joel Pagdilao and Chief Supt. Miguel Laurel, left the PNP.

“They found out they were being investigated after two of their protectors left the service,” Politiko’s source said.

One by one, the Ninja Cops resigned. Based on the policemen’s PDS, they left active service at almost the same time.


The timing of the Ninja Cops’ resignation was noteworthy considering some of them only had to wait a few more years before reaching the mandatory retirement age of 56 years old.

The policemen’s PDS showed they all received awards and promotion for various accomplishments.

Until today, none of the ranking policemen linked to Ninja Cops have been jailed or convicted of any crime, as admitted by PNP spokesman Brig. Gen. Bernard Banac.


The Ninja Cops’ ability to elude charges showed they’re far from gone. The gang still exists, its methods only changing to suit the times.

An NBI narcotics agent told Politiko that Manila’s alleged “drug queen,” former barangay captain Guia Gomez Castro, slipped through the government’s hands because Manila policemen reportedly compromised their surveillance operations.

“Kinakatok ‘yung mga sasakyan namin in the guise of complaints from residents about suspicious vehicles. It’s frustrating because nagkaka-leak pa rin even if our coordination with the PNP’s operations center happens at the last minute,” the agent said.


Adding to the NBI agent’s frustration was the condition of a Manila judge that surveillance operations on Castro be implemented only during daytime and office hours.

“She has all angle covered. Until now, we cannot even get a glimpse of her,’’ the agent said.
