President Rodrigo Duterte on Saturday said he has fulfilled most of his promises, except for solving the country's traffic problem.
Duterte touted the bills he had signed like the Universal Healthcare Law and a law granting free tuition in state-run institutions.
What promises has Duterte fulfilled in his 2nd year
"Nangako ako sa inyo, wala akong pangako na hindi ko natupad except yang EDSA [traffic]. Nangako ako ng free tuition nandyan na ang batas, nangako ako ng free universal healthcare, pirmado ko na ang batas," Duterte said in a speech in Biñan, Laguna.
"Ano pa naman ang gusto. Yung Pantawid, sabi ko itutuloy ko. Saan kukunin? Nandyan sa TRAIN lahat yan. Ang gastos ko sa dobledong sweldo ng military at pulis."
"Yung akin simple lang. Pantawid [Pamilya Program], universal [healthcare], libre na lahat. Hindi niyo na lang hiningi yung bayag ko. Pero hindi bale kasi tuli yung akin, kaya kong ibigay yung isa," the President jested.
The President this month signed into law a number of landmark bills, some of which were promises or priority bills highlighted during his State of the Nation Address (SONA).

Duterte, however, lamented that he could not address the worsening vehicular traffic in the country, especially in Metro Manila's main thoroughfare EDSA because Congress did not give him emergency powers.

"Ako sabi ko, EDSA yan lang ang hindi ko mapangako, pangako na palpak. Sabi ko, I have to have the authority kagaya yung binigay kay Cory [Aquino], [Fidel] Ramos, yung sa electricity. They were given extraordinary powers, wala nang bidding bidding. Ako naman di ko sinabi na walang bidding," he said.
"I said I would need big money because it is a big ticket project. So ano narinig ko sa Congress, 'di pwede ito, you know graft and corruption papasok dito.' Sabi ko nung narinig ko it's off. Ayaw ko. Umpisa pa lang nagiistorya ka ng corruption eh p*****-*** inyo na yan. Kaya ang EDSA hanggang ngayon wala akong magawa."
The Metropolitan Manila Development Authority earlier said heavy traffic is due to the increase in vehicle ownership to 500,000 in 2018 from 450,000 in 2017, with 3 out of 10 new cars used in Metro Manila.
